Soak poppy seeds in water for anhour and then grind it to make a paste.
Add green chilli, ginger paste, mustard seeds in poppy seeds paste and grind again to make a fine paste.
Now add sugar and salt and mix well. Add oil and mix well.
Add paneer cubes and mix well.
Now take a pressure cooker and add a cup of water in it. Place a stand in cooker and put an aluminium bowl on it.
Pour paneer mix in the bowl and cover the cooker with lid, but do not put whistle. Let paneer cook in steam for 10 - 15 minutes.
Paneer bhapa is ready.
Serve it hot with rice or chapati.
